DTC Strategic Planning - Governance, Legislative and Business Partnerships Key to Enhancing/ Returning Funding to the College (Summer Retreat - July, 2009)
Although enduring a national and state economic crisis, Denmark Tech finished the 2007-08 academic year with a $99,000 surplus. Moreover, despite a 25.4% cut this academic year, much success has been achieved.
From outstanding enrollment growth to upgraded infrastructure and equipment in each county, DTC has demonstrated it's investment in the people of Allendale, Bamberg and Barnwell counties.
With a newly renovated Engineering facility on campus in Bamberg County and a new High-Tech facility recently opened in Barnwell, the College is also excited about the new $1.6 million dollar training facility that will be shared with Allendale county.
Despite these efforts, there is much work to be done. While moving aggressively to deal with long-term personnel and administrative challenges in several areas, Dr. John K. Waddell, President has also been fighting to get DTC its fair share of infrastructure dollars needed to perform its mission.
For years, the College has received the lowest appropriation from its Service area counties than any Technical college in the State. DTC receives only $7,000 total from all three counties. This year, despite a multi-million dollar investment in the area, Barnwell County has indicated it can only provide the college with a $500 stipend. Waddell is asking the Area Commission, Delegation and the State Tech System to assist in approaching each county relative to increasing support for the College.
According to Waddell, "In these tough budget times, we know that this will be a sensitive point for some persons and agencies who have acquired and redirected significant workforce training dollars over the years from DTC. Like the rightsizing personnel moves made (TERI/other employees) and other political activity, I am sure we will take a number of political hits.
However, over the past two years, we have put our resources upfront and would like to receive the same parity and support that other technical colleges receive. The fairness of the funding formula is currently being reviewed at the System level. Like the public schools, this is a much larger issue. We are asking our key stakeholders to assist us in these efforts.
Waddell continued, "The same is true from a tuition standpoint, the College, by far, has the lowest tuition within the entire State Tech System. Sadly, it is approximately 60+percent lower than the System-wide tuition cap average. This has contributed in a major way to prior issues with infrastructure and training needs. The funds are needed to ensure that students have the best equipment and training available."
Without the necessary appointments and/or a quorum, the Board has not been able to formally raise tuition to obtain the required funding. Such long term political barriers raise questionable motives and must be removed so that the College can move forward.
The college is seeking the assistance of State Tech and our Delegation to review external budgets and enhance county funding, raise tuition and share/return public education and training dollars from local and private efforts like the SC Alliance and others back to Denmark Technical College.
In terms of revenue generation, the College has also reestablished its dormant Foundation (13 years). An amount equal to 50% of the existing foundation funds was raised during the first year. In spring 2009, a Foundation Gala, led by guest speaker Coach Emeritus Willie Jefferies of South Carolina State University, contributed to these newly energized fundraising efforts.
The semiannual Business and Industry luncheons will continue as a vehicle to merge training and employment interests. Waddell indicated, "All of these resources are needed to help us meet our Workforce Training mission."

DTC Partners with Lower Savannah Council of Governments (April, 2009)
DTC has partnered with the Lower Savannah Council of Governments to begin a new Employment Transition Center. Due to major layoffs in the Barnwell area, Denmark Tech has opened its doors to Lower Savannah to initiate a OneStop Workforce facility at its old Barnwell site.
Dr. John K. Waddell, President added, "DTC is committed to the people within its Service Area. We believe this assistance is directly tied to the workforce training mission of the College. It is critical that education and training dollars flow through the college to local citizens."
We are hopeful that we can extend our efforts and become a major Service Provider like Aiken Tech, OC Tech and other regional non-profit agencies. This will be a win-win for all parties and greatly enhance our bottom line. We will apply when the new RFP is introduced".
